Evaluation procedures

For the periodic accreditation of Study Programmes (CdS), ANVUR has developed a five-year programme of institutional on-site visits, conducted by Evaluation Expert Commissions (CEV) appointed by ANVUR on the basis of predefined requirements and standards, in accordance with the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG). These visits are part of the periodic accreditation procedure and concern a sample of the study programmes offered by the institution under review. Visits are conducted remotely, except for degree programmes in Medicine and Surgery (LM-41), which require on-site visits.

The main phases of the evaluation procedure are as follows:

  1. Selection of Study Programmes to be evaluated
    The Governing Board (CD) of ANVUR selects a suitably representative sample of Study Programmes, whose number varies depending on the size of the university in terms of active programmes..
     
  2. Appointment of the Evaluation Expert Commission (CEV)
    The ANVUR Governing Board appoints a CEV tasked with carrying out the periodic accreditation of the university and its Study Programmes.
     
  3. Self-Assessment Report
    The university prepares a Self-Assessment Report (RAV) through a dedicated platform. The report is structured according to the points of attention defined by the AVA model and supported by relevant documentation sources.
     
  4. Document Review
    The CEV examines the Self-Assessment Report prepared by the institution for each selected Study Programme, along with the indicated documentation sources, identifying aspects to be further explored during the visit.
     
  5. Institutional Visit
    The visits concerning the Study Programmes are conducted remotely, except for Medicine and Surgery (LM-41), which require on-site visits. During the on-site institutional visit, the selected Study Programmes are also assessed.
     
  6. Preliminary Evaluation
    The CEV collectively drafts a Preliminary Report and submits it to the Accreditation and University Evaluation Unit, which verifies its content and supplements it with the assessment of the quantitative indicators set by the AVA model.
     
  7. Counterarguments
    Upon receiving the Preliminary Report, the Study Programmes may submit any counterarguments.
     
  8. Final Evaluation
    After reviewing any counterarguments, the CEV updates the Evaluation Forms for each programme with its considerations and prepares the Final Report, which is then submitted to ANVUR's Governing Board.
     
  9. Opinion of the Governing Board
    The Governing Board drafts a Periodic Accreditation Report, in which it not only expresses its judgment on the periodic accreditation of the institution, but also on the selected Study Programmes.
     
  10. Publication of the evaluation
    ANVUR publishes the CEV's Final Report and the Periodic Accreditation Report on its website.
     
  11. Ministerial Decree
    In line with ANVUR's opinion, the Ministry of Universities and Research (MUR) issues the formal decision of periodic accreditation or non-accreditation.

The periodic accreditation of Study Programmes is valid for a maximum of three years. At the end of this period, checks are carried out on any recommendations and/or conditions issued during the visit, also in collaboration with the University Evaluation Boards.
