ANVUR's organization is governed by the Organizational and Functional Regulation of the Agency.
The office structure is divided into a Directorate-General and three managerial areas: Administrative and accounting area, Higher education institutions evaluation area, and Research evaluation area. The Directorate-General and the managerial areas are further divided into Organizational Units (UO).
Director
The Director of ANVUR plays a key role in the management of the Agency. He is responsible for the administration and organization of the Agency, ensuring the implementation of the decisions of the Governing Board and the strategic guidelines defined by the President. He coordinates the activities of the various departments, manages the budget, and oversees the planning of annual activities.
The Director participates in the Governing Board meetings as recording secretary and ensures the efficient functioning of the Agency by monitoring organizational performance and proposing improvements. Additionally, he exercises specific delegations and functions assigned by the Governiung Board, the President, and ANVUR regulations. He is responsible for preparing the Biennial report on the university system, promoting administrative transparency, and managing relations with national and international entities and institutions.

Directorate-General offices
The Organizational Units, which report to the General Directorate, manage institutional support activities for the governing bodies or the Director. These units perform cross-functional or independent tasks essential to ensuring autonomy from administrative or evaluation processes.
The Technical Secretariat and Legal Affairs Unit of ANVUR coordinates three main areas of activity:
- Operational support to the Agency’s governing bodies and institutional communication;
- Legal assistance and regulatory updates for all internal structures;
- Document management, including the preparation of meetings of the Governing Board and the archiving of resolutions.
Additionally, it provides specific support to the Officer for the Prevention of Corruption and Transparency in implementing regulations on administrative transparency.

The Internationalisation Unit of ANVUR coordinates the Agency’s international accreditation activities in collaboration with other Areas and Organisational Units, ensuring compliance with quality standards recognised at both European and global levels.
It manages relations with international bodies and institutions such as ENQA and EQAR, and promotes cooperation agreements with foreign agencies to foster the exchange of experiences and develop joint initiatives.

The Performance and Management Control Unit of ANVUR is responsible for planning and coordinating the administrative evaluation activities of Universities and Research Institutions, as required by national regulations.
It supports the Governing Board in defining guidelines for performance management and prepares periodic reports on the integrated management performance of Universities and Research Institutions.
The unit collaborates with the Director and the Independent Performance Assessment Bodies (OIV) to measure the Agency’s internal performance, coordinates the drafting of the Integrated Activity and Organisation Plan (PIAO), and develops the management control system in synergy with other Areas and Organisational Units.

The Statistics Unit of ANVUR manages the entire statistical data cycle of the Agency, from data collection to processing, analysis, and dissemination.
It operates within the National Statistical System (SISTAN) and coordinates relations with ISTAT, EUROSTAT, the Ministry, and CINECA. The unit provides methodological support for the Agency’s evaluation activities, manages institutional databases, and contributes to the drafting of the Biennial Report on the Higher Education and Research System.
Through sample surveys and specific analyses, it supports the continuous improvement of evaluation processes.

Administrative and Accounting Area
The Administrative and Accounting Area of ANVUR manages the Agency’s administrative, accounting, legal, and contractual matters.
It is responsible for procurement of goods and services, workplace safety, and human resources management, including contracts, disciplinary procedures, and labour relations.
The area plans and monitors the budget, maintains accounting records, and ensures compliance with tax regulations. It also coordinates staff training and supports the Board of Auditors, while fulfilling the requirements set by the relevant Ministries and the Court of Auditors.
The Area Manager is Dr. Valter Brancati.
The Budget and General affairs Unit is responsible for budget planning and management, overseeing the full cycle of revenues and expenditures, as well as accounting and tax compliance.
It manages public procurement procedures and contract awards for works, goods, and services, in accordance with AUSA regulations. Additionally, it oversees asset management, workplace safety and health, including mandatory training.
With the support of the Statistics Unit, it ensures the administration and security of the IT system, and manages protocol and document workflows.

The Human resources Unit plans workforce needs and coordinates recruitment and career advancement procedures.
It manages the integrated contract and labour relations, organises staff training, and oversees the legal and financial treatment of both personnel and members of the Governing Board.
The unit ensures compliance with tax, insurance, and social security obligations and maintains the Register of Services.
In collaboration with the technical areas, it coordinates the appointment procedures for evaluation experts, manages contract agreements, and handles payments and reimbursements.

Higher Education Institutions evaluation Area
The Higher Education Institutions Evaluation Area of ANVUR plans and manages the evaluation activities of Universities, AFAM Institutions, Special Order Higher Schools, and Colleges. To this end, it develops quality and sustainability criteria and indicators, coordinates the evaluation for programme and institutional accreditation, and ensures the continuous monitoring of institutional performance.
The Area collaborates with Evaluation Boards to collect student feedback, assess teaching effectiveness, and ensure compliance with international standards. It is also responsible for the selection and training of evaluation experts and participates in national and international research projects and events. Through these activities, the Area contributes to enhancing the quality and transparency standards of the higher education system.

The University accreditation and evaluation Unit is responsible for the evaluation processes aimed at the initial and periodic accreditation of degree programmes, university campuses, and Colleges. It manages the regular monitoring of study programmes, selects and trains evaluation experts, and coordinates the Evaluation Boards, providing them with operational guidelines.
The Unit also oversees the evaluation of learning outcomes (TeCO) and the student opinion surveys on study programmes, contributing to the continuous improvement of the quality of education.

The AFAM Institutions Accreditation and Evaluation Unit is responsible for the evaluation and accreditation of AFAM study programmes and institutions, both at the initial and periodic levels, in accordance with current regulations and the guidelines of the Ministry of University and Research. The Unit coordinates the selection and training of evaluation experts, develops guidelines, and supports the Evaluation Boards in their activities. It also manages the collection of student feedback on study programmes, contributing to the continuous improvement of the quality of education in AFAM institutions.

Research evaluation Area
The Research Evaluation Area of ANVUR is responsible for the assessment of research quality and the enhancement of knowledge in Universities and Public Research Institutions. Its main activities include the development of criteria and indicators for doctoral programme accreditation, the monitoring of the performance of Departments of Excellence, and the management of indicators for the National Scientific Qualification (ASN). The Area coordinates data collection and analysis on research in collaboration with the Statistics Unit and contributes to the definition of guidelines for transparent and well-defined evaluation criteria, also through participation in international projects.

The Research, Third Mission, and Impact Evaluation Unit ensures the quality and effectiveness of research and its impact within higher education institutions and public research bodies in Italy. Through the periodic VQR exercise, it evaluates the outcomes of research activities and knowledge valorisation conducted by universities and research institutions. It also calculates indicators for identifying Departments of Excellence. The Unit supports the improvement of university recruitment policies, provides guidelines to Evaluation Boards, and is responsible for the selection and training of research evaluation experts, ensuring the use of high standards and consistent evaluation criteria.

The Scientific journals evaluation and Research training Unit ensures the quality of doctoral programmes and specialisation schools and manages the classification of scientific journals in non-bibliometric fields. It is responsible for the initial and periodic accreditation of doctoral programmes and verifies the threshold values of indicators for the National Scientific Qualification (ASN), as well as evaluating candidates for the role of commission members.
