The Complaints and Appeals procedures are key tools in quality assurance that allows the Ministry or the evaluated HEIs to request a revision of the assessment issued by ANVUR.
The Ministry may request it only once if it identifies grounds for a different assessment from that expressed by ANVUR. If deemed appropriate, ANVUR reinitiates the evaluation process and arrives at a definitive opinion.
Similarly, the evaluated institution can make a request, but only under the following circumstances:
- Serious irregularities in the procedure leading to the final assessment
- Glaring inconsistencies or incongruities in the formulation of the final assessment (after the counterarguments made by the Institution), if they substantially affect its outcomes
- Violations of the Agency’s Code of Ethics
In such cases, ANVUR refers the matter to a Guarantee Committee, composed of three external members, adequately representative of the evaluated entities. Following its evaluation, the Guarantee Committee communicates to the Agency, with specific reasoning, whether the request is admissible. If deemed admissible, the Committee may propose that the Agency:
- Reconsider the decision, taking into account the findings of the Guarantee Committee's analysis
- Confirm the previously made decision.
The Agency, having received the Guarantee Committee's opinion, communicates whether the request has been accepted.
