In the context of the Italian university system, the current legislation provides two main review mechanisms for negative final decisions adopted by ANVUR. One of these falls under the jurisdiction of the Ministry of Universities and Research (MUR), while the other is directly entrusted to the universities themselves. Both options are described in detail below.
Pursuant to Legislative Decree No. 19/2012, the Ministry of Universities and Research (MUR) may submit a reasoned request for a review of ANVUR's final opinion if elements arise suggesting a different evaluation from that initially formulated by the Agency. The request may be submitted only once and must be filed within 10 days of the Agency's communication of the evaluation outcome.
If deemed appropriate, ANVUR may initiate a new evaluation procedure, involving different experts from those previously appointed. The university concerned will be informed by ANVUR of the initiation of the review process, the outcome of which will be communicated exclusively to the Ministry within 30 days of the request.
Universities may request a review of the evaluation issued by ANVUR. The request must be reasoned and submitted within 10 days of receiving the evaluation. Such requests can be made only under the following circumstances
- Serious irregularities in the procedure leading to the final assessment
- Glaring inconsistencies or incongruities in the formulation of the final assessment (after the counterarguments made by the Institution), if they substantially affect its outcomes
- Violations of the Agency’s Code of Ethics
In these cases, ANVUR activates a Guarantee Committee, composed of three external members representative of the university system. The Committee examines the request and communicates its assessment regarding the admissibility of the request to the Governing Board, providing specific reasoning:
- Reconsider the decision, taking into account the findings of the Guarantee Committee's analysis
- Confirm the previously made decision
Once the Guarantee Committee's opinion is acquired, ANVUR will inform the requesting university of the review outcome within 45 days of receiving the request.

Composition of the Guarantee Committee for University Requests
The ANVUR Guarantee Committee is composed as follows::
- President: appointed by the State Attorney.
- A Professor selected by the Advisory Committee from a shortlist of three candidates proposed by the National University Council (CUN).
- A student selected by the Advisory Committee from a shortlist of three candidates proposed by the National Council of University Students (CNSU).
