Public Research Institutions (EPRs) occupy a distinctive position within public administration due to their scientific mission and specific organizational characteristics, including the role assigned to ANVUR for the evaluation of their activities.
EPRs are divided into two main categories: institutions overseen by the Ministry of Universities and Research (MUR) and those not under MUR oversight. Both groups share the same national collective labor agreement for researchers and technical-administrative staff, but differ in ministerial supervision and institutional objectives.
To date, EPRs do not have specific regulations for the individual performance evaluation of researchers, which represents a significant difference compared to other sectors of the public administration.
ANVUR has initiated a constructive dialogue with the Council of Presidents of Public Research Institutions (ConPER), the Permanent Conference of General Directors of Public Research Institutions (CODIGER), and the Department of Public Administration (DFP) to define a unified approach to EPR performance evaluation. This dialogue has highlighted the need to overcome the current fragmentation between institutions under MUR supervision and those outside it, through the development of a single, integrated system that ensures coherent evaluation practices. The shared objective is to overcome the traditional separation between research and support activities, promoting a comprehensive performance evaluation framework that recognizes the interplay between these two areas.
ANVUR plays a central role in this evaluation process, providing guidance and coordination while working closely with all stakeholders involved. The Agency is committed to ensuring that the evaluation system adheres to the principles of transparency, efficiency, and continuous improvement, enabling each institution to contribute effectively to scientific advancement and national development.
