Evaluation procedures

The ANVUR evaluation concerns the adequacy of logistical and structural resources, financial and economic resources, the number and qualifications of the teaching staff, and student services.

The procedure includes the following main phases:

  1. Selection of study programmes to be evaluated
    In addition to evaluating the institution as a whole, the ANVUR Governing Board selects a subset of study programmes to be assessed during the periodic assessment process.
     
  2. Appointment of the Evaluation Expert Commission (CEV)
    The Governing Board appoints a CEV, whose number of members varies depending on the number of study programmes to be evaluated.
     
  3. Self-Assessment Report
    The institution is required to draft a Self-Assessment Report, which is then submitted to the Agency.
     
  4. Documentary analysis
    The CEV reviews the Self-Assessment Report and the documentary sources provided by the institution.
     
  5. Institutional visit
    During the visit, the CEV focuses particularly on verifying the functioning of the internal quality assurance system. In the case of an on-site visit, it also inspects the facilities and equipment available for the study programmes.
     
  6. Preliminary evaluation
    The CEV prepares a Preliminary Report and submits it to the AFAM Operational Unit with ANVUR, which verifies its content and forwards it to the institution.
     
  7. Counterarguments
    Upon receiving the Preliminary Report, the institution may submit any counterarguments.
     
  8. Final evaluation
    After reviewing any counterarguments, the CEV drafts the Final Report and transmits it to the ANVUR Governing Board.
     
  9. Opinion of the Governing Board
    The Governing Board prepares a Periodic assessment report, in which it expresses a positive or negative judgment. The ANVUR report, along with the CEV report and the accreditation decision, is sent to the Ministry of Universities and Research (MUR) and to the institution.
    Both the MUR and the institution may request a review of the decision, providing justification.
     
  10. MUR Decision
    Following ANVUR’s final opinion, the MUR proceeds with the formal adoption of the accreditation/non-accreditation decision and its transmission to the proposing entity.
     
  11. Publication of the evaluation
    ANVUR, concurrently with the adoption of the MUR decision, publishes the CEV Final report and the ANVUR report on its website.


For the periodic evaluation regarding the maintenance of the requirements set out in Article 11 of Presidential Decree No. 212/2005, ANVUR follows the document “Guidelines for the Accreditation of New Non-State AFAM Institutions pursuant to Article 11 of Presidential Decree 212/2005”.
