In accordance with its founding provisions (d.P.R. 76/2010, Article 2, Paragraph 3), ANVUR collaborates with international and European Union bodies, agencies, and organizations operating in the field of quality assurance for higher education and research. These collaborations foster dialogue and exchange on shared standards and methodologies, enhancing the effectiveness of evaluation and accreditation processes.

The European Association of Establishments for Veterinary Education (EAEVE) is the European organisation responsible for promoting the continuous improvement of university institutions engaged in veterinary training. Founded with the aim of ensuring common quality standards, EAEVE coordinates internationally recognised evaluation and accreditation processes, supporting universities in aligning with European requirements in the veterinary field.
On 3 December 2025, ANVUR and EAEVE signed a Memorandum of Understanding aimed at coordinating and enhancing the effectiveness of evaluation processes in Veterinary Medicine education and the quality assurance activities of the degree programmes offered by Italian universities. The agreement also provides for the possibility of introducing joint visits to university sites, thereby fostering greater integration between the national and European regulatory frameworks and contributing to the development of Veterinary Education Establishments (VEEs).
The National Center for Educational Quality Enhancement (NCEQE), established as the national body responsible for quality assurance in the Georgian education system, plays a central role in ensuring the alignment of the country’s education sector with international standards of evaluation, accreditation, and continuous improvement. NCEQE operates through structured processes for the accreditation of institutions and study programmes, quality monitoring, and the recognition of foreign qualifications, thereby contributing to the development and credibility of Georgia’s education system.
A Cooperation Agreement between ANVUR and NCEQE, aimed at promoting the exchange of good practices and the convergence of evaluation and quality assurance methodologies, was adopted by ANVUR through Governing Board Resolution No. 278 of 20 November 2025.
The National Entity for Accreditation and Quality Assurance in Higher Education (NEAQA), established in 2018 as the successor to the Commission for Accreditation and Quality Assurance (CAQA), is the authority responsible for improving the higher education system in Serbia. Its mission is to ensure that the Serbian education system complies with international standards for accreditation and quality assurance.
The Cooperation Agreement between ANVUR and NEAQA, aimed at promoting the exchange of best practices and the harmonization of evaluation and accreditation procedures, was adopted by ANVUR's Governing Board with Resolution No. 155 on July 18, 2024.
The Malta Further and Higher Education Authority (MFHEA), officially established on January 8, 2021, is the authority responsible for quality assurance in higher education in Malta. Its mission is to promote excellence through accreditation, qualification recognition, and quality assurance within the Malta Qualifications Framework.
With ANVUR Governing Board Resolution No. 286 of December 7, 2023, a cooperation agreement between MFHEA and ANVUR was adopted to strengthen collaboration in the field of higher education evaluation and quality assurance, fostering the exchange of best practices and joint projects.
The Hellenic Authority for Higher Education (HAHE) is the independent authority responsible for quality assurance in higher education in Greece. Established in 2020, HAHE represents the evolution of the Hellenic Quality Assurance and Accreditation Agency, which had been active since 2006.
On November 14, 2023, the Cooperation Agreement between ANVUR and HAHE was officially signed, reinforcing a mutual commitment to promoting quality and innovation in higher education through the exchange of best practices and methodologies. This collaboration further strengthens dialogue among European education systems, in alignment with the objectives of the European Higher Education Area (EHEA).
The European Students’ Union (ESU) represents over 45 student associations from 40 European countries, promoting active student participation in decision-making processes related to higher education.
On July 18, 2023, ANVUR and ESU signed a Memorandum of Understanding, formalizing their collaboration. This agreement aims to strengthen the involvement of European students in ANVUR’s evaluation and accreditation activities, valuing their perspectives and ensuring an inclusive and participatory approach to quality assurance processes.
Through this Memorandum, ANVUR reinforces its commitment to promoting open and representative governance, contributing to the full integration of students' voices in the improvement of the European higher education system.
The Hungarian Accreditation Committee (MAB) is the independent national authority responsible for the external quality assessment of education and research activities, as well as the internal quality assurance (QA) systems of higher education institutions in Hungary.
The Cooperation Agreement between ANVUR and MAB was formally signed on May 18, 2023, establishing a strategic partnership aimed at strengthening best practices and shared quality assurance standards.
The collaboration between the two agencies is further reinforced by the participation of Professor Marilena Maniaci, a member of ANVUR’s Governing Board, in MAB’s Strategic Planning Board. This involvement fosters a continuous exchange of experiences and an operational synergy between the two entities, with the goal of promoting excellence and innovation in their respective higher education systems.
The National Centre for Professional Education Quality Assurance Foundation (ANQA) serves as the Armenian Agency for External Quality Assurance (EQA). Its primary role is to foster the development and improvement of quality culture in higher education institutions. Additionally, ANQA manages the State Accreditation Register to ensure high-quality standards in educational processes.
A Cooperation Agreement was formally signed between ANQA and ANVUR during the ENQA Members’ Forum, held in Tbilisi, Georgia, on April 20-21, 2023.
The Agencia Nacional de Evaluación de la Calidad y Acreditación (ANECA) èis an autonomous Spanish body affiliated with the Ministry of Science, Innovation and Universities. Its purpose is to improve the quality of the higher education system through activities of evaluation, certification and accreditation of programmes, teaching staff and institutions.
On 18 January 2023, ANECA and ANVUR signed a cooperation agreement aimed at promoting exchange and collaboration in strategic areas for quality assurance and the development of higher education in their respective countries.
The Fundación para el Conocimiento madri+d (MADRI+D), an agency of the Regional Government of Madrid founded in 2002, promotes excellence in the quality of higher education, science, and innovation.
ANVUR and MADRI+D signed a Cooperation Agreement on November 17, 2022, strengthening international collaboration in quality assurance for higher education and research.
The Agjencia e Sigurimit të Cilësisë në Arsimin e Lartë (ASCAL) is the Albanian national agency for quality assurance in higher education. Its role includes preliminary evaluation and external accreditation of institutions, study programs, and courses across the three academic cycles, as well as conducting comparative and sectoral analyses.
On November 10, 2022, ANVUR and ASCAL formalized a Cooperation Agreement, strengthening ties between Italy and Albania in the field of higher education quality assessment and promoting exchange and sharing of experiences.
ANVUR has joined the Coalition for Advancing Research Assessment (CoARA) to strengthen its role in defining international standards for research evaluation. The decision, made on October 3, 2022, reflects the Agency’s commitment to promoting transparent, fair, and high-quality evaluation methods in collaboration with global organizations.
This participation further reinforces ANVUR’s role in international initiatives aimed at excellence in research.
On October 7, 2022, ANVUR and the Haut Conseil de l’évaluation de la recherche et de l’enseignement supérieur (HCÉRES) renewed their Cooperation Agreement, strengthening a partnership based on a shared vision of quality and evaluation in higher education and research.
This agreement aims to foster dialogue and the exchange of best practices between the two agencies, benefiting the higher education systems of both countries.
The Agencija za kontrolu i obezbjeđenje kvaliteta (ACQAHE) is Montenegro’s national agency for quality assurance in higher education, responsible for the evaluation and certification of institutions and study programs in accordance with the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG).
The Cooperation Agreement with ANVUR was signed on June 22, 2022, aiming to strengthen collaboration between the two agencies in academic quality assurance, fostering the exchange of experiences and best practices at the international level.
The Comisión Nacional de Evaluación y Acreditación Universitaria (CONEAU) is an autonomous body under the jurisdiction of the Argentine Ministry of Education, responsible for the evaluation and accreditation of higher education quality in Argentina. Among its objectives is the enhancement of the quality of academic programs and university institutions within the national system.
The agreement, approved by ANVUR's Governing Board with Resolution No. 268 on December 6, 2021, strengthens international collaboration between the two entities, promoting the exchange of knowledge and best practices in academic quality assessment.
The Superintendencia Nacional de Educación Superior Universitaria (SUNEDU) is the Peruvian national body responsible for supervising and promoting quality in the country's university system.
The agreement, adopted with ANVUR's Governing Board Resolution No. 188 on August 5, 2021, aims to foster the exchange of experiences and best practices for the continuous improvement of higher education systems.
The Agencia de Calidad y Prospectiva Universitaria de Aragón (ACPUA) is the official agency for quality assessment in higher education in the Autonomous Community of Aragón, Spain.
