The increasing internationalization of European education systems has highlighted the need for a uniform approach to accrediting international joint programmes. The European Approach for Quality Assurance of Joint Programmes (EA), introduced in 2015 to simplify and harmonize the accreditation processes of joint study programmes delivered by institutions from different European Higher Education Area (EHEA) member countries, represents an innovative tool for ensuring quality assurance and unified accreditation. This approach is based on the European Standards and Guidelines (ESG) and provides a common framework to guarantee quality and transparency.
What are Joint Programmes?
Joint programmes are integrated study programmes designed and jointly offered by higher education institutions from two or more EHEA countries. These programmes award joint or multiple degrees and promote international mobility for both students and faculty, fostering excellence in education.
Objectives and Benefits of the European Approach
The EA allows for:
- Simplified accreditation, eliminating the need for multiple national evaluations. The use of a single procedure avoids duplication, reducing costs and processing times.
- Harmonized standards, integrating quality criteria within a single framework based on ESG and encouraging a collaborative approach to programme design and management.
- Enhanced cooperation, promoting mutual recognition of learning outcomes and qualifications across the EHEA, thereby reducing bureaucratic barriers.
The Role of ANVUR and Future Prospects
ANVUR promotes the adoption of the European model to simplify procedures and strengthen the role of Italian universities in international consortia. In line with the Ministerial Decree (DM MUR 773/2024), ANVUR has developed and adopted a model for applying the EA to programmes established from the 2025/2026 academic year. Upon request from the university concerned, ANVUR may validate evaluations conducted by other EQAR-registered agencies.
Following its inclusion in the EQAR register, ANVUR will also be able to act as an accrediting agency, further expanding its support for Italian institutions and strengthening the position of the Italian higher education system within the European context.
