Evaluation procedures

For the initial accreditation of a new private AFAM institution or a satellite campus, ANVUR relies on a Commission of Evaluation Experts (CEV-AFAM). The Commission reviews the documentation submitted by the applicant institution and, if necessary, conducts an institutional visit (either on-site or remotely), involving institutional representatives, including students.

The main phases of the evaluation procedure are as follows:

  1. Submission of the application
    The applicant institution submits the accreditation request through an online platform. After an admissibility check by the Ministry of Universities and Research (MUR), the documentation is made accessible to ANVUR and the National Council for Higher Education in the Arts and Music (CNAM) for their respective evaluations. CNAM provides a preliminary opinion on the educational structure of the proposed study programmes.
     
  2. Appointment of the Evaluation Expert Commission (CEV)
    ANVUR’s Governing Board (CD) appoints a CEV responsible for evaluating the application.
     
  3. Preliminary evaluation
    The CEV conducts a collective assessment of the proposal and, based on the document review, may decide to carry out an on-site visit to examine specific aspects in greater detail. The CEV then drafts a Preliminary Report, which is submitted to ANVUR’s Governing Board.
     
  4. Opinion of the Governing Board
    The Governing Board examines the Preliminary report and issues its opinion, which is sent to MUR, along with the CEV’s report.
     
  5. Counterarguments
    If ANVUR issues a negative opinion, the institution may submit counterarguments.
     
  6. Final evaluation
    After reviewing any counterarguments, the CEV prepares the Final Report, which is then submitted to ANVUR’s Governing Board.
     
  7. Final opinion of the Governing Board
    Based on the Final report and the institution’s counterarguments, the Governing Board issues a final opinion on the accreditation or non-accreditation of the new institution and its proposed programs. Both MUR and the institution may request a review of the decision, providing justification.
     
  8. MUR’s Decision
    Following ANVUR’s final opinion, MUR formally issues the accreditation or non-accreditation decision.
     
  9. Publication of the evaluation
    Upon MUR’s formal decision, ANVUR publishes the CEV’s Final Report and the Governing Board’s opinion on its website.
