ACN-ANVUR Report Published "The State of Cybersecurity Research in Italy"

An analysis based on the 2020–2024 Research Quality Evaluation (VQR)

ACN characterises cybersecurity research based on the shared knowledge base defined in the Research and Innovation Agenda, outlining a comprehensive picture of the cybersecurity research ecosystem in Italy that links thematic areas and emerging technologies relevant to cybersecurity with the outputs of the Italian scientific community.

An initial analysis of the state of cybersecurity research was conducted as part of the collaboration between ACN and the National Agency for the Evaluation of Universities and Research Institutes (ANVUR).

The analysis, carried out using the Research and Innovation Agenda as a framework, is based primarily on evidence relating to research outputs submitted to ANVUR by national research institutions as part of the 2020–2024 Research Quality Evaluation (VQR) exercise.

The mapping of Italian cybersecurity research presented in this report has provided an initial overview of the cybersecurity issues addressed by research institutions operating in Italy. The findings are intended for the entire public and private research ecosystem, as well as for Italian public administrations and organisations involved in shaping research policy.

On the sidelines of the meeting to present the report, Bruno Frattasi, Director General of ACN, commented: “This analytical document, which stems from a structured collaboration between ACN and ANVUR, represents an important first step towards a more refined understanding of the current state of research on cybersecurity issues and, at the same time, serves to stimulate targeted growth in research activities within the areas of greatest interest to our institutional mission. I can only thank ANVUR for the quality, methodology and rigour with which it contributed to the drafting of the document we have presented today, which we offer for consideration by the entire national cybersecurity ecosystem and by the institutional actors themselves who are interested in the country’s competitiveness, from a perspective of great value and strategic interest.

Professor Antonio Felice Uricchio (President of ANVUR, whose term of office ended a few days ago) and Professor Alessandra Celletti, a member of the ANVUR Executive Board and the point of contact for activities relating to research evaluation, emphasised the importance of this first report, which is the result of collaboration between ACN and ANVUR.

Prof. Antonio Felice Uricchio commented: "This Report represents a significant step towards gaining a deeper understanding of our country’s position in the field of cybersecurity, offering a comprehensive and accurate overview. It is the result of an intense and fruitful collaboration between ACN and ANVUR, made possible thanks to the commitment of a dedicated working group, to whom I extend my sincere thanks. The analysis, conducted with dedication and a strong sense of institutional responsibility, reveals a widespread wealth of knowledge and expertise, reflecting a vibrant and generous scientific community. Indeed, the document clearly highlights the role of research as an essential element in ensuring the security of digital infrastructure and the protection of fundamental human rights.”

Professor Alessandra Celletti stated: "The data emerging from this Report is, in many respects, surprising, especially when one considers that the data collection was not focused on cybersecurity, but is based on the analysis of outputs submitted within the broader context of the VQR. From this perspective, it is by no means insignificant that 4% of research outputs in the sectors most closely related to cybersecurity concern this topic. This is an important sign,” continued Prof. Celletti, “which testifies to an already significant and widespread presence on highly topical and constantly evolving issues. This result paints a picture of a research system that is attentive, responsive and capable of addressing emerging challenges. At the same time, it offers a solid foundation on which to build further developments, reinforcing strategic directions and opportunities for growth.”
