The ANVUR Governing Board consists of up to seven members, including at least two men and two women, selected from highly qualified individuals, both Italian and international, with proven experience in higher education, research, and the evaluation of related activities. The members of the Governing Board are appointed by Presidential Decree, upon the proposal of the Minister of Universities and Research, after consulting the competent parliamentary committees. The Minister selects the members from a list drawn up by a Selection Committee following an international public call.

President of the Governing Board
Professor Antonio Felice Uricchio is a Full Professor of Tax Law at the University of Bari "Aldo Moro" (currently on leave following his appointment at ANVUR). He has served as President of ANVUR's Governing Board since January 7, 2020, a position he assumed after being appointed as a Board member on June 19, 2019, by Decree of the President of the Republic. With his extensive academic and managerial experience, he has introduced a strategic vision focused on innovation and quality in the evaluation of the university and research system.
From 2013 to 2019, Professor Uricchio was Rector of the University of Bari "Aldo Moro", where he played a key role in modernizing and internationalizing the institution. Under his leadership, the university expanded its research and educational programs, focusing on inclusivity and global collaborations. During his tenure, he also served as President of the Regional University Coordination Committee (CURC), which brings together the universities of Puglia, and led the Department of Legal and Economic Systems of the Mediterranean.
Throughout his career, he has held a variety of significant positions, including: Dean of the Second Faculty of Law at the University of Bari, Vice Director of the Department for the Study of Mediterranean Societies, Director of the Department of Legal and Economic Systems of the Mediterranean, Member of the Academic Senate, where he chaired several important committees on patents, environmental policies, internationalization, and budgeting.
Professor Uricchio has taught Tax Law in numerous degree programs, including those at the Department of Law and the Department of Economics, Management, and Business Law. His teaching experience extends beyond Italy, as he has been invited to lecture at universities in Argentina, Spain, Poland, and Albania. He currently teaches at the Our Lady of Good Counsel University in Tirana. His international outlook has led him to collaborate with institutions worldwide, and he has frequently been invited as a speaker at international conferences and seminars. He also directed the Buenos Aires Legal Exchange Academy, strengthening academic ties between Italy and Latin America. In Italy, he has contributed to postgraduate education by teaching in advanced tax law programs at top universities such as: University of Bari, Bocconi University, Università Cattolica del Sacro Cuore (Milan), University of Bologna (Alma Mater Studiorum). Beyond his academic roles, Professor Uricchio has worked closely with public institutions, including: Guardia di Finanza (Italy’s Financial Police), School of Advanced Studies in Economics and Finance, National School of Public Administration. He has also coordinated master’s programs and high-level training initiatives on topics such as environmental crimes, eco-mafia, customs law, and money laundering. His research and institutional involvement include serving as: Coordinator of a PhD program on Public Administration, Economics, and Environmental Governance, Faculty member of a PhD program in Rights, Economy, and Mediterranean Cultures. In addition, he has played a crucial role in evaluating and improving Italy’s university system. Between 2011 and 2014, he was a member of ANVUR’s Evaluation Group (GEV) for Research Quality Assessment (VQR) in the Legal Area.

Vice President of the Governing Board – Responsible for Research Evaluation
Alessandra Celletti has been Vice President and a member of ANVUR's Governing Board since April 2020, with a mandate for research evaluation. She coordinated the Research Quality Assessment (VQR) for the 2015-2019 period and is currently leading the VQR 2020-2024. She also coordinated the Gender Analysis Focus in the ANVUR Biennial Report, examining gender disparities in Italian academia.
Professor Celletti graduated with honors in Mathematics from Sapienza University of Rome in 1984. After receiving a scholarship from the National Institute of Advanced Mathematics (INdAM) (1984-1986), she earned a PhD in Mathematics in 1989 from the Swiss Federal Institute of Technology in Zurich (ETH Zurich). Her dissertation, under the supervision of Professor Jürgen Moser, focused on the Kolmogorov-Arnold-Moser (KAM) theory applied to a Celestial Mechanics problem. She is currently a Full Professor of Mathematical Physics at the Department of Mathematics – University of Rome Tor Vergata (on leave following her appointment at ANVUR). Previously, she served as an Associate Professor (1999-2013) and was a Researcher at the University of L’Aquila (1990-1999).
Throughout her career, Professor Celletti has held numerous academic and institutional positions, including: Director of the Department of Mathematics, University of Rome Tor Vergata (2015-2018), Member of the Academic Senate, University of Rome Tor Vergata (2001-2010), Coordinator of the Second-Level Master's Program in "Space Science and Technology" at the University of Rome Tor Vergata (2010-2020), Board Member of the Italian Space Agency (ASI) (May 2019 - February 2020), Member of various PhD boards at University of Rome Tor Vergata and Roma Tre University. She is a founding member of the Italian Society of Celestial Mechanics and Astrodynamics (SIMCA), which she chaired from 2001 to 2013 and where she later served as Scientific Committee Director (2013-2016). She has also been a member of the Scientific Committee of the Italian Mathematical Union (2015-2018), the Scientific Council of the National Group for Mathematical Physics (GNFM) – INdAM (2013-2020) the Scientific Committee on Celestial Mechanics of the International Astronomical Union (IAU) (2018-2021), Chair of the "Women in Mathematics" Committee of the European Mathematical Society (2017-2023).
Professor Celletti’s research focuses on Dynamical Systems Theory and Celestial Mechanics. She has made significant contributions to the stability of dynamical systems and the mathematical modeling of celestial mechanics problems. Her research includes: Rotational dynamics models
Dynamics of natural and artificial satellites, Study of halo and Lissajous orbits near collinear equilibrium points in the three-body problem. Her work integrates analytical methods (normal forms, KAM theory, Nekhoroshev’s theorem, bifurcation theory) with numerical techniques, combining mathematical theories with practical applications in Celestial Mechanics.

Professor Celletti has participated in and coordinated numerous national and European research projects, including: Marie Curie Initial Training Network projects (Astronet, Stardust, Stardust-R)
Collaborations with the Italian Space Agency (ASI), PRIN-MIUR projects, Coordinator of the MIUR "Departments of Excellence" Project for the Department of Mathematics, University of Rome Tor Vergata (until 2020).
International Experience
Since 2010, she has been a lifetime member of the Celestial Mechanics Institute. In the fall of 2018, she was a visiting researcher at the Mathematical Sciences Research Institute (MSRI) in Berkeley, USA. She has been a member of the International Astronomical Union since 2012 and of the European Mathematical Society since 2012. In 2017, she became a founding corresponding member of the Academia Cearense de Matemática in Brazil. She has conducted numerous research stays abroad, particularly in France and Switzerland. She has been an invited speaker at more than 80 scientific conferences held in various countries, including Austria, Belgium, Canada, France, Germany, the United Kingdom, Greece, Italy, the Netherlands, Poland, Portugal, Spain, the United States, and Switzerland. Additionally, she has been a member of the scientific or organizing committee of approximately 50 conferences, schools, or workshopsp.
Awards and Recognitions
Since 2016, she has been Editor-in-Chief of the journal "Celestial Mechanics and Dynamical Astronomy." Since 2014, she has been an associate editor of the "Journal of Non-linear Mechanics," and since 2015, of "Revista Matemática Complutense." She has also served as Managing Editor of the UMI journal "La Matematica nella Società e nella Cultura" since 2015. From 2017 to 2019, she was an associate editor of "Electronic Research Announcements in Mathematical Sciences." Since 2019, she has been an associate editor of "Mathematics Research Reports" and, since 2020, of "Physica D."
She was an invited speaker at the 6th European Congress of Mathematics in Kraków, Poland, in July 2012. Since 2012, she has been a member of the Scientific Committee of the European Mathematical Society and European Women in Mathematics. She has engaged in extensive scientific outreach activities, for which she was a finalist for the "Galileo Prize" for scientific dissemination in 2008 and for the "First National Prize for Scientific Dissemination" in 2013.
In 2023, she was awarded the Brouwer Career Award by the American Astronomical Society for her contributions to KAM theory and the study of regular and chaotic dynamics of Earth satellites and space debris. She was selected by the Bracco Foundation as one of the 100 leading experts in STEM disciplines, was named among the 10 Italian women of the year 2019 by D-Donna Repubblica, and was listed among Forbes' 100 Italian women of 2020.

Experience in research evaluation
She has extensive experience in research evaluation at both national and international levels. She has served multiple times on selection committees for the MAT-07 Mathematical Physics sector in various Italian universities and has been a member of selection panels for research prizes and invited speakers. She has been part of evaluation panels for national and international research projects in France, Germany, Greece, Kazakhstan, Italy, Poland, Portugal, the Czech Republic, Romania, and the United States. She has also frequently been called to serve on evaluation committees for European Commission projects.

Member of the Governing Board – Responsible for AFAM and International Activities
Marilena Maniaci has been a Full Professor of History of the Manuscript Book at the University of Cassino and Southern Lazio since 2005. Within her university, she has served as Pro-Rector for Research, President of the Doctoral School, and Deputy Vice-Rector.
She is the author of six monographs and over 140 articles published in high-profile academic journals and widely circulated volumes. She is a member of the governing boards of national and international academic associations and journals, and she serves as a peer reviewer for several European funding programs, research institutions, and foreign universities. Among the institutions she has worked with are the European Research Council (ERC), the European Science Foundation (ESF), the Marie Skłodowska-Curie Actions (MSCA), COST, the Austrian Academy of Sciences (ÖAW), the Austrian Exchange Service (OeAD), the Israel Academy of Sciences and Humanities, the French National Center for Scientific Research (CNRS), the French national research infrastructure ESR/EquipEx+, the Belgian Research Foundation (FNRS), the Research Foundation Flanders (FWO), the Bavarian Academy of Sciences (BAW), and the Science Fund of the Republic of Serbia.
Since 2020, and until 2026, Professor Maniaci has been a member of ANVUR’s Governing Board, where she is specifically responsible for international relations, one of the Agency’s strategic objectives, as well as for Higher Education Institutions in the Arts, Music, and Dance (AFAM) and the evaluation of scientific journals in non-bibliometric fields.
Given ANVUR’s strategic focus on international cooperation, over the past four years, she has played an active role in strengthening the Agency’s engagement with the international quality assurance community. She has helped establish collaboration agreements with European and international agencies, fostered participation in research projects, and promoted mobility programs for staff.
In the AFAM sector, Professor Maniaci has worked to strengthen the role of evaluation in both public and private institutions, supporting the modernization of assessment procedures and introducing significant innovations. These include the pilot implementation of a periodic evaluation model for public AFAM institutions, the creation of a network of AFAM Institutional Evaluation Units, and the launch of the first cycle of the Artistic PhD program.
In 2023, she was elected to the Board of the European Association for Quality Assurance in Higher Education (ENQA) for a two-year term, with the possibility of running for two additional three-year terms. In addition to contributing to Board meetings, she regularly participates in General Assemblies and Member Forums and is involved in several ENQA working groups, focusing on topics such as quality assurance of micro-credentials, research quality assurance, and the alignment of the European Standards and Guidelines (ESG) with Professional and Academic Qualifications (PBP) in collaboration with SIACES.
Since 2021, she has also been a member of the Collège of the French quality assurance agency HCERES, upon invitation by its President. Her four-year term is currently under renewal, extending to 2028. Since 2023, she has been a member of the Strategic Planning Board of the Hungarian accreditation agency MAB.
As a representative of ANVUR, she has participated in the Bologna Follow-Up Group (BFUG) since 2021. Recently, she was reconfirmed as a member of Thematic Peer Group C on Quality Assurance, where she is involved in various initiatives, including those on quality assurance of micro-credentials and European Universities.
She has taken part in numerous national and international evaluation activities, including:
- 2025: Member of an international expert panel for AQAS (Germany) evaluating the Medieval and Renaissance Studies program at Ludwig-Maximilian University of Munich.
- 2025: Member of evaluation panels for HCERES (France) assessing non-European universities and academic programs, as well as for the selection of the new Director of the Observatoire des Sciences et Techniques.
- 2024: Member of an international expert panel for evalag (Germany) conducting the periodic accreditation of the American University of Science and Technology in Beirut, Lebanon.
- 2023: Member of an international expert panel for AQAS (Germany) assessing a cluster of history-related degree programs at Ruhr-University Bochum.
- 2020: Member of the international evaluation committee for the French national research funding program ESR/EquipEx+.
- 2018: Member of an international HCERES expert panel for the periodic evaluation of the CNRS IRHT – Institut de Recherche et d’Histoire des Textes.

Since 2022, she has been a member of the International Scientific Council of the IMAFO – Institute for Medieval Research at the Austrian Academy of Sciences. Since 2021, she has been part of the International Scientific Council of the Biblissima+ research infrastructure, a French national project focused on the study of written cultural heritage. Since 2019, she has been a member of the Cluster of Excellence "Understanding Written Artifacts" at the University of Hamburg.
Since 2017, she has served on the International Advisory Committee of "Scripta PSL. Histoire et pratiques de l’écrit" at Paris Sciences et Lettres University. Since 2015, she has been Treasurer of the Comité International de Paléographie Latine.
From 2013 to 2017, she was President of the international scientific association "APICES. Association Paléographique Internationale Culture Écriture Société". From 2007 to 2012, she was a member of the Wissenschaftlicher Beirat der deutschen Handschriftenzentren, appointed by the Deutsche Forschungsgemeinschaft (DFG).
She has coordinated or participated in numerous scientific research projects. In terms of quality assurance and research evaluation, she has overseen ANVUR's participation in the following projects:
- 2024-2025: CoARA working group on research evaluation in the social sciences and humanities.
- 2022-2026: Erasmus+ REMOTE – Assessing and evaluating remote learning practices in STEM.
- 2022-2024: Erasmus+ project on the Piloting of a European Joint Degree Label and institutionalized EU cooperation instruments, including participation in the ED-Affiche, ED-Lab, and SMARTT projects.

Member of the Governing Board – Responsible for University evaluation
Since April 2020, Massimo Tronci has been a member of ANVUR’s Governing Board with responsibility for university education evaluation. In this role, he oversees all initial and periodic accreditation processes for degree programs and universities, having coordinated the development of the AVA 3 model.
After earning a degree in Mechanical Engineering and a PhD in Energy Engineering, he began his academic career in 1989 as a Researcher in Mechanical Industrial Plants at the Department of Industrial Engineering at the University of Cassino. In 1995, he moved to the Department of Mechanical and Aeronautical Engineering at Sapienza University of Rome. He became Associate Professor of Mechanical Industrial Plants in 1998 and was appointed Full Professor in 2001 at the Department of Mechanical and Aerospace Engineering at Sapienza.
Throughout his academic career, Massimo Tronci has held various significant roles. He was Scientific Secretary of the National Advisory Committee for Engineering and Architecture Sciences at the National Research Council (CNR), President of the Italian Association of Industrial Plant Professors (AIDI), and Coordinator of the Scientific-Disciplinary Sector IIND-05/A - Mechanical Industrial Plants. He also served as Commissioner for the National Scientific Qualification (ASN). In the field of quality assurance, he was a member of the Steering Committee for Quality at the CRUI Foundation, Coordinator of CONPAQ (National Coordination of University Quality Committees), and Director of the Master’s Program in "Engineering and Quality Management" at Sapienza University of Rome. Additionally, he was a Scientific Board Member and faculty member in several other university master’s programs and coordinated the PhD programs in "Industrial Production Engineering" and "Industrial and Management Engineering" at Sapienza.
As a professor, he has taught courses in Industrial Plants, Industrial Facility Management, Maintenance Management, Safety Management, and Smart Factory at the Engineering faculties of the Universities of Cassino, Rome Tor Vergata, and Sapienza.
His research initially focused on energy plant engineering before expanding into industrial plant engineering, producing a vast body of scientific publications. He has held key roles in research projects funded both publicly and through industry collaborations, with a particular focus on performance analysis and improvement using management systems and excellence models.
His technology transfer activities have been extensive and closely tied to departmental work, the establishment of a Sapienza spin-off, and collaborations with major public and private enterprises. He has been a Board Member of the Italian Institute for Quality Mark Certification (IMQ), a Board Member of the Sapienza spin-off, and a Board Member of RetImpresa Servizi, the Confindustria Agency for Network Contract Certification. He has collaborated with national institutions in designing, delivering, and evaluating training programs on innovation, quality, environment, and safety.
In the field of quality and excellence awards, he serves as Delegate Advisor for the Italian Quality Award Association (APQI) and coordinates APQI’s National Excellence Awards (Innovation, Quality, Safety) promoted by Confindustria. He is the Technical-Scientific Committee Coordinator for the "Enterprises for Innovation" awards of Confindustria and "Enterprises for Safety" of Confindustria and INAIL. He is also a Member of the Impartiality Safeguard Committee of Italcertifer and a consultant for Fondimpresa in professional certification for continuous education.
His experience in quality management and evaluation extends across the university system, where he participated in Campus Projects, CampusOne, CRUI’s Quacing Agency, the SINAI Project for Engineering Faculties, and the Sapienza PerCorso Qualità initiative. He has also worked in the public administration, serving as a Consultant for CiVIT (National Commission for Public Administration Evaluation) on service quality and public sector standards, a Member of the Interministerial Oversight Committee of ACCREDIA on behalf of the Ministry of University and Research, and Technical-Scientific Coordinator for the Public Administration Quality Award.
From 2009 to 2019, he was President of the Sapienza Quality Team, and he has been a member of the Quality Committee at LUISS University and the Evaluation Boards of the Universities of Bologna, Salento, and Ferrara. He also served as President of the Evaluation Board at Ca’ Foscari University in Venice.
In the industrial quality assurance sector, he has participated in certification committees of various bodies, including AICQ-SICEV, CSQ, ICIC, IMQ, Italcertifer, and UNAVIA. He has worked as a Senior Excellence Assessor for EFQM’s Levels of Excellence, APQI’s Team Leader for the Confindustria Quality Awards, and evaluator for public administration, business innovation, and workplace safety awards in collaboration with INAIL.
