ANVUR VQR Presentation_Brigida Blasi
17 and 18 December 2020 – The Italian National Agency for the Evaluation of Universities and Research Institutes (ANVUR) is currently developing the third round of Evaluation of Research Quality (VQR 2015-2019), within which a specific Third Mission panel has been established, the GEV TM – Third Mission Evaluation Expert Group.
The panel will evaluate those activities carried out by the Universities and Research organizations, intended to generate impact in a given set of fields defining the so-called “Third mission”: exploitation of intellectual or industrial property, academic entrepreneurship, intermediation and technology transfer structures, artistic and cultural heritage, health protection, lifelong learning, public engagement, public goods and policies for inclusion, open science and activities related to the Sustainable Development Goals (SDGs).
The GEV TM is made up of 30 Experts. ANVUR Governing Board has chosen them from over 300 candidates who responded to two public calls, one directed to researchers, the other open to external experts and stakeholders. The aim was to guarantee a balance between highly qualified scholars and experts from public administrations and no-profit organizations, industrial and financial system, cultural institutions and territories.
On 17th and 18th December ANVUR will be hosting the international meetings between the Third Mission Panel and the representatives of the British and Australian Agencies for the research and third mission/impact assessment. On December 17th the GEV TM will discuss with Sarah Howard, Branch Manager for Research Excellence at Australian Research Council. On December 18th the GEV TM will meet Steven Hill, Director of Research and Steering group Chair REF2021 at Research England.
The meetings will be introduced by the President of ANVUR, prof. Antonio Felice Uricchio, and moderated by Prof. Sauro Longhi, Coordinator of the GEV TM. The Italian Minister of University and Research, Prof. Gaetano Manfredi, and the President of the Italian Conference of Rectors (CRUI), Prof. Ferruccio Resta, will also bring their greetings.
The two foreign agencies’ representatives will illustrate the respective approaches, both focused on the analysis of impact case studies. Their models will be compared with the one developed VQR by ANVUR for the 2015-2019, which represents an advanced experience in the international landscape of third mission and impact assessment.
The debate will focus on issues inherent to the notions of third mission and impact, the panel composition and selection criteria, the case study selection strategies, the evaluation dimensions/criteria and the role of corroborating indicators.
At the end of the presentations, the GEV TM and other attendees will interact with the speakers through a moderated Q&A session.
The events are carried out in the framework of a partnership that ANVUR has established in 2019 with the British agency Research of England, with the aim of expanding and consolidating the international relations between ANVUR and the evaluation agencies of other foreign countries.
The development of a broad interaction and peer exchange of experiences among agencies in an international perspective has much to offer to support development of third mission and impact evaluation and policy at national level.
