Complaints and appeals – Accreditation of new programmes and periodic assessment of accredited Universities and their programmes.

During the accreditation process, institutions proposing the activation of (a) new study programme(s) have access to the preliminary evaluation and have the possibility to present to the Committee of experts (CEV) counter-arguments and/or provide additional information, asking to revise the decision(s) in one or more focus points. These will be taken into account by the CEV in its final report transmitted to the Agency’s Governing Board.

During the periodic assessment of accredited Universities and their programmes procedure, the preliminary evaluation report by the Committee of experts (CEV) is sent to the University, which can produce additional information and counter-arguments, asking to revise the decision(s) in one or more focus points. These will be taken into account by the CEV in the drafting of the final report, transmitted to ANVUR. The Agency will take into account the counter-arguments and the CEV response in the drafting of the Review report.

Moreover, according to the Legislative Decree no. 19/2012 (articles n. 7 and n. 8), for both the procedures, the assessed Institution can in any case present an official appeal to the Ministry after the final decision is communicated by the Ministry. If the request is accepted by Ministry, a formal motivated request is sent to the Agency asking to revise the assessment (“Riesame” procedure). In that case, ANVUR will start a new procedure with a new CEV. The procedure takes the same steps and a new decision, with specific reference to the elements highlighted in the “Riesame” request, is transmitted to Ministry.
